Scope of Position

EDF Renewables North America is a market-leading independent power producer and service provider with over 35 years of experience. This is a great job opportunity for a high-capacity person with a passion for playing a role in the emerging US offshore wind industry from its early phases to maturity. The Commercial Manager, Offtake Agreements and Transmission will be a key member of the team. Among other responsibilities, this role covers two key areas of focus: (1) tracking, maintaining and reporting on compliance with offtake awards and/or contracts for each of the Projects, and (2) co-leading a cross-disciplinary working group to develop and implement a transmission/interconnection strategy, including in shaping State-planned transmission, for the Atlantic Shores portfolio in primary offtake markets, including New Jersey and New York and any other applicable market. This role will play an important part in ensuring the Atlantic Shores’ portfolio delivers profitability and optimum value to shareholders.   

 

This position reports to the Atlantic Shores’ Commercial Director. 

Responsibilities

Transmission Strategy: 

  • Together with the Offshore Interconnection Manager (a more technically oriented Manager) co-lead a cross-disciplinary working group to establish transmission/interconnection strategy and approach for the Atlantic Shores’ portfolio and/or Projects. 
  • Engage and interact with the applicable RTOs/ISOs and transmission owners on transmission and interconnection matters. 
  • Actively follow new transmission developments, state-transmission plans, and pending transmission expansion/project plans in the applicable offtake markets, including tracking transmission/interconnection filings at, or solicitations issued by, FERC, PJM, NYISO, NJBPU, NYPSC, NYSERDA and any other regulatory or administrative agencies. 
  • Periodically report on regional or federal transmission or interconnection-related developments of interest to Atlantic Shores or the broader offshore wind energy industry and make recommendations for filing comments or intervention in ongoing proceedings. 
  • Coordinate outside consultants to perform work related to interconnection and transmission matters. 
  • Liaise with Development Team on site control and permitting matters related to cable right of ways and POIs, including inputs into the Construction and Operations Plans filed with the BOEM. 
  • Liaise with the External Affairs team on regulatory policies focused on transmission strategies and solutions to support offshore wind projects. 
  • Lead the negotiations of interconnection agreements and any other agreement with transmission owners (including the formation of strategic partnerships) during appropriate phases in New Jersey, New York, and other states, as applicable. 
  • In coordination with the Offshore Interconnection Manager, lead commercial aspects of existing interconnection service agreements (e.g., with Atlantic City Electric for Project 1). 
  • Participate in applicable stakeholder and working group meetings, workshops, and processes. 

Offtake Agreements Compliance: 

  • Provide offtake compliance framework to Project(s) delivery team(s) and ensure delivery complies with commitments and overall JV strategies to maintain and grow relationships with offtaker(s) as appropriate. 
  • Track and maintain compliance with all conditions of offtake awards/contracts secured by Atlantic Shores’ subsidiary Project Companies, including developing offtake compliance tracking tools, sensitizing project delivery team to bid commitments and tracking progress. 
  • Take over offtake contract manager responsibilities post-award, act as the point of contact with the offtaker, report on project progress as required and generally act as a safeguard of Atlantic Shores’ reputation with the offtaker. 
  • Prepare all internal and external reports regarding offtake compliance. 
  • Responsible for timely communication to the Atlantic Shores’ broader team regarding responsibilities and commitments of the applicable Project Company under the offtake awards/contracts. 
  • For New Jersey OREC awards, primary responsibility for managing the interface between the applicable Project Company and the OREC Administrator and the EDCs.  

 

Cross-Disciplinary Collaboration and Support: 

  • Responsible for drafting narratives for the JV and Project Business Plans regarding transmission/interconnection strategies and offtake compliance matters. 
  • Participate as a member of the Bid Team to provide support on transmission/interconnection strategies and other matters regarding the contents of the bid proposals. 
  • Participate in Project team meetings, due diligence review and cross discipline cooperation. 

Other duties as assigned

Supervision of Others:  

None at the time of hire, but will be revisited by the Commercial Director at the appropriate time 

Working Conditions:  

Approximately 80% of the time is spent in the office environment, utilizing computers (frequent use of MS Word, PowerPoint, Excel, ERP system and Microsoft Project), with the remaining approximate 20% of the time spent at field contractor / work sites / out of office meetings.  

Qualifications

Qualifications and Experience:  

Preference for a commercial professional with high capacity and a strong performance history as the transmission/interconnection needs for offshore wind energy projects in the US is still very much a “learn by doing” exercise.  

  • Bachelor’s degree in economics, finance, business, environmental science or a related development or technical field required. 
  • Master’s degree or other advanced degree (e.g., JD) desired. 
  • Minimum 5 years of relevant work experience with FERC, PJM, NYISO or ISO-NE, and working knowledge of regional transmission planning activities, interconnection requirements and processes, and applicable FERC tariffs. 
  • Experience and working knowledge of Offshore Renewable Energy Credit (or similar) programs and the structure of offtake awards and/or power purchase agreements. 
  • Offshore wind or other renewable energy project experience. 
  • Experience managing large major contracts and negotiations. 
  • Demonstrated ability to create value within a team.   
  • Strong internal and external relationship building skills. 
  • Outstanding interpersonal oral and written communication skills are required. 
  • Excellent presentation skills. 
  • Ability to work in a multi-cultural context. 
  • High energy, self-motivated, client focused individual. 
  • Strong analytical skills. 
  • Demonstrated consistently high levels of performance in all areas of responsibility. 

Physical Requirements:  

Ability to travel as needed to other Atlantic Shores offices, Project rights of way and point of interconnection sites, regulatory or other government offices, conferences, meetings, etc.

 

 

This role’s annual base salary range is between $115,500 and $192,000.
