Salary Range: The full pay range for this role is $84,700 to $141,100 annually, and the good faith estimated starting pay for this position upon hire is $101,6010 to $118,454 annually. We generally base our salary decisions on factors including but not limited to, relevant work and leadership experience, education, demonstrated performance, internal equity, and in some cases, geographic location.

 

Scope of Job: The Procurement Manager will lead and support the procurement of equipment for the Engineering, Procurement, and Construction (EPC) team of the Company’s distribution-scale power business unit as they plan and execute 5-150 MW solar and storage projects. The Procurement Manager is a central point of collaboration between development, engineering, and project management teams. Equipment will include all long lead, major equipment, materials and supplies. Primary activities are equipment supplier strategy, evaluation, RFP process & administration, analysis, negotiation and contracting. The Procurement Manager will report to the General Manager.

 

This is a Hybrid role based in Columbia, MD. 

Responsibilities

  • Long-Lead Equipment & Materials Procurement:
    • Manage procurement process of PV modules, inverters, transformers, BESS systems, switchgear, and balance-of-plant materials.
    • Coordinate with Engineering, Project Management, and SME’s to identify long-lead items and initiate procurement. 
    • Track all open purchase orders from issuance through delivery and acceptance; escalate any delivery risk to project management teams. 
    • Maintain process to manage portfolio-level PO records including but not limited to open orders by project, vendor, delivery date, and status.
    • Collaborate with the broader EDFps strategic procurement group on platform level vendor discussions or negotiations if needed.
    • Review nationwide trends on raw good pricing and advise on the appropriate purchase strategy.
    • Collaborate with project management team on potential delays due to shortages of supplies or materials.
  • Vendor Management & RFQ Process:
    • Manage approved vendor list for key equipment categories; evaluate new vendors against cost, quality, and lead time criteria.
    • Run competitive RFQ/RFP processes for equipment and materials where multiple qualified suppliers exist.
    • Negotiate pricing, payment terms, and warranty provisions on equipment supply agreements; escalate to legal on non-standard terms.
  • Contract & Cost Management:
    • Collaborate with contracts manager to prepare and execute purchase orders and equipment supply agreements.
    • Track equipment costs against project budgets and approved amounts, flag any scope changes or price escalation as necessary.
    • Manage Procore process to accurately reflect project equipment submittals, order tracking, logistics, and cost.
  • Other duties as assigned

Working Conditions: 90% of time is spent in the office environment utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. 10% of time is spent outside of the office visiting vendor and/or internal customer sites in addition to attending various conferences and meetings.

 

Fiscal Responsibilities: Assure equipment cost aligns with project budgets.

Qualifications

Education/Experience:

  • Minimum of 5 to 7 years of procurement, supply chain, or project controls experience in solar, energy storage, or construction.
  • Four – year technical or business college degree preferred.
  • Background in contract administration or legal coordination on equipment supply agreements is preferred.
  • Experience in distributed generation EPC is preferred.
  • Direct experience procuring major equipment categories: PV modules, inverters, BESS, and transformers.
  • Ability to manage competitive RFQ/RFP processes from solicitation through award.
  • Familiarity with construction project delivery schedules.
  • Proficiency with procurement and tracking in Procure preferred.
  • Strong written and verbal communication.
  • Ability to interface with EPC contractors, equipment vendors, logistics providers, and internal leadership.

Physical Requirements: Ability to sit or stand for long periods in an office environment. Ability to traverse construction project sites with varying terrain and weather conditions.
